There are 3 lists of substances (plants, animals or parts of plants or animals), prohibited to be used as ingredients for 3 classes of Herbal products (as List Number 1-3 annexed to this Notification).

The Herbal products are classified as (1) Herbal drugs (2) Herbal health supplements and (3) Herbal cosmeceuticals.

The 3 classes of herbal products are defined as follows.
