EU Regulation Expands List of Animal-Origin Products Subject to Border Controls

The regulation will apply from April 5, 2026, with enforcement starting October 1, 2026, and impacts importers, manufacturers, distributors, and operators handling affected goods.

The regulation replaces the existing Annex of Implementing Regulation (EU) 2021/632, expanding and clarifying the list of goods subject to official controls at EU border control posts. The update introduces additional Combined Nomenclature (CN) codes to ensure more comprehensive coverage of animal-derived products entering the EU. 

The revised Annex introduces new CN codes covering additional categories of animal-derived goods that were previously omitted. These include shellac (E904)specific syrups containing animal ingredientsimmunological products of animal origin、 そして certain fertilisers. As a result, a broader range of goods will now be subject to mandatory border inspections. 

The regulation fully replaces the existing Annex listing of controlled goods. Stakeholders must now rely exclusively on the updated Annex to verify whether their products fall under the scope of mandatory official controls at EU entry points.
