EU Commission to Adopt Regulation Banning BPA in All Food Contact Materials (FCM)

欧盟委员会通过法规禁止所有食品接触材料 BPA FCM

The European Commission has announced the imminent adoption of a regulation banning bisphenol A (BPA) and other harmful bisphenols in Food Contact Materials (FCM). This follows extensive consultations and agreement from Member States, marking a significant step towards enhancing consumer safety.

The European Food Safety Authority (EFSA) played a pivotal role in this decision. In April 2023, EFSA drastically lowered the tolerable daily intake (TDI) for BPA to 0.2 nanograms per kilogram of body weight, citing risks to health across all age groups. Building on this scientific assessment, the EU Commission proposed the ban in July 2023. The proposal received Member State approval in June 2024 and is now awaiting final adoption by the European Parliament and Council.

The regulation targets BPA use in all food contact packaging, including coatings for metal cans, as well as in consumer items like reusable plastic drink bottles, water distribution coolers, and kitchenware. Transition periods are included to allow industries sufficient time to adapt without causing significant disruptions to the food supply chain.

BPA is commonly used in the production of food contact materials, such as epoxy resins for can linings and durable plastics found in reusable containers. It is also a key component in products like adhesives, printing inks, and epoxy-based coatings for food storage and transport containers, including those used for beverages like wine and beer. The regulation will address these applications to ensure higher standards of food safety and public health protection.

Stakeholders, including manufacturers and suppliers, are urged to assess their current practices and begin transitioning away from BPA use in food contact materials. Early compliance will minimize potential disruptions and ensure alignment with the forthcoming regulatory framework.
