FSANZ Proposes New Standards for Infant Formula Products in Australia

Food Standards Australia New Zealand (FSANZ) has released draft changes to the Food Standards Code that would specifically apply to infant formula products sold in Australia. These updates fall under Proposal P1064 and follow the New Zealand Government’s decision to opt out of the revised Standard 2.9.1, resulting in a regulatory divergence between the two countries.

What’s Happening?

FSANZ has formally notified the Food Ministers’ Meeting (FMM) of the proposed amendments. The FMM now has 60 days—until 28 June 2025—to review the proposal. They may:

  • Request FSANZ to reconsider the draft, or

  • Indicate that no review is required.

If no review is requested, the amendments are expected to be officially gazetted in August 2025.

These changes will directly impact the regulation of infant formula products in Australia. Manufacturers and importers should begin:
