China Launches Public Consultation on Infant Formula Milk Powder Products Labelling

On 28 July 2021, the State Administration for Market Regulation of China (SAMR) published a draft regulation on labelling of infant formula milk powder products.

The key points to note in the regulation is as follows:

  • Milk powders suitable for infants aged 0-6 months, are not allowed to use content or function claims.
  • Milk powders suitable for infants aged over 6 months, content and function claims for essential ingredients are also not permitted.
  • If there is a certain animal origin in the product name such as: raw milk, milk powder, whey powder and other milk protein materials then it should all come from that species.
  • However, if the milk protein raw materials used have two or more animal origins, the proportions of various animal origin raw materials must be indicated in the ingredient list fo the product.
