Costa Rica: Draft Amendment to Bill on Front-of-Pack Labelling

In September 2021, the substitutive draft Bill 22.065 of 2020 was published which seeks to introduce Front-of-Pack (FOP) labelling in Costa Rica. The proposal was debated on 17 August 2021.

The new version of the draft bill differs from the original bill by introducing:

  •  Specific FOP labelling based on black and white octagons with the warning statement “EXCESS” for sugar, fat, saturated fats, trans fats, sodium and calories.
  • Nutrient profiles from the Pan American Health Organization (PAHO) are proposed to be adopted.
  • Warning statements for products containing non-caloric sweeteners and caffeine labelled as (“CONTAINS SWEETENERS – NOT RECOMMENDED FOR CHILDREN” and “CONTAINS CAFFEINE – NOT RECOMMENDED FOR CHILDREN AND PEOPLE SENSITIVE TO CAFFEINE”).
