The regulation replaces the existing Annex of Implementing Regulation (EU) 2021/632, expanding and clarifying the list of goods subject to official controls at EU border control posts. The update introduces additional Combined Nomenclature (CN) codes to ensure more comprehensive coverage of animal-derived products entering the EU. 

The revised Annex introduces new CN codes covering additional categories of animal-derived goods that were previously omitted. These include shellac (E904), specific syrups containing animal ingredients, immunological products of animal origin, and certain fertilisers. As a result, a broader range of goods will now be subject to mandatory border inspections. 

The regulation fully replaces the existing Annex listing of controlled goods. Stakeholders must now rely exclusively on the updated Annex to verify whether their products fall under the scope of mandatory official controls at EU entry points. 

From October 1, 2026, all animals and goods listed under the revised CN codes will be subject to official controls at border control posts. This reinforces regulatory oversight and ensures consistent application of import requirements across EU member states.

The regulation will apply from April 5, 2026, with full enforcement beginning October 1, 2026, allowing stakeholders time to align their processes with the updated requirements.
