China Published Their First Regulation for Children’s Cosmetics

Cosmetics Cream For Children

On 8 October 2021, The National Medical Products Administration (NMPA) published the ‘Regulations on Supervision of Children’s Cosmetics’, which includes a legal definition of what is classed as a Children’s Cosmetic along with labeling requirements, and formula principles on cosmetic products for children under the age of 12 years old.

Key points from the Regulation are to note:

  • Aside from labeling requirements, other parts of the Regulation will come into effect on 1 January 2022,
  • Starting from 1 May 2022, children’s cosmetics for registration or filing must be labelled in accordance with the regulations,
  • For children’s cosmetic products previously applied for registration or filing, which are not labelled in accordance with the Regulations, the cosmetics registrant and filing person shall complete the update of the product label before 1 May 2023, in order for the product to comply with the new Regulations.
