New Cosmetic Labeling Regulation Issued in China

The National Medical Products Administration (NMPA) published the ‘ Administrative Measures on Cosmetic Labeling’, which will largely impact cosmetic manufacturers and distributors. For different cosmetic products, cosmetics that have applied for registration or filing must comply with he provisions and requirements of these “Measures” starting from 1 May 2022, and cosmetics that have previously applied for registration or filed without labeling in accordance with the provision of these “Measures” shall be registered as cosmetics and must complete the update to the product label before 1 May 2023 to comply with the regulation.

Significant regulatory changes include:
– Chinese Labeling is a must
– List of banned words in product name
– Decision about to mark ingredients with content ≤0.1% (w/w) as ‘other ingredients’
